In November 2000 the Government published a Rural
White Paper entitled 'Our Countryside - The Future' in which it launched
the concept of parish and town plans. Its purpose was to:
"set out a vision of what is important, how new
development can best be fitted in, the design and quality standards
it should meet, how to preserve valued local features and to map
out the facilities which the community needs to safeguard for the
future"
Parish Plans set out a vision of how a community
wishes to develop and identify what actions are required to
achieve those desires. They can include anything that is relevant
to the people who live and work in the community, from play areas
to the protection of hedges and the environment.
It is up to everyone in the commubity, young and
old to decide what is important.
Why is the Parish Plan important to Brockham?
Brockham is under huge threat from local development
of housing, infrastructure and the associated increased waste. A
Brockham Parish Plan has the potential to influence a wide range
of organisations and processes which affect our rural community.
Developing a plan will help Brockham assist Mole
Valley District Council and Surrey County Council decide how best
to deliver statutory local planning policies and local development
frameworks. Plans cannot override adopted planning policy, however
they can influence local housing and land management strategies.
The Brockham Parish Plan will be a statement of
how the community sees itself developing over the next few years:
reflecting the views of all sections of the community
identifying which features and local characteristics
people value
identifying local problems and opportunities
clarifying how residents want the community to
develop in the future
preparing a plan of action to achieve this vision
The final action plan is used to secure funding
from local and national government for the key items identified.
